In the history of federal programs for libraries — from their conception in the 1930s through their inception in the '50s until now — the consistency of issues and controversies has been striking, especially in the last 20 years. Everything significant being said now about federal programs for libraries was being said a decade ago. Everything librarians are seeking they've sought before. Everything being proposed in the administration's new library initiative has been adumbrated. The lines have been long drawn, the arguments mustered.

Abstract

Purpose

The research in this paper is aimed at re‐engineering existing approaches to the analysis of proposed developments in local authorities – from land pricing to planning permission – hence reducing the loss of revenue in councils, and nurture property development.

Design/methodology/approach

This paper is a case study of seven city councils on the Copperbelt province of Zambia was conducted using the same template of questions.

Findings

The research found that councils had overly politicised management structure, static appraisal methods, poor market data capture, analysis and use. Additionally, councils did not use market data on property values; hence the existing analysis and appraisal systems are static and ineffective.

Research limitations/implications

The paper shows that extracting current data from the councils proved a severe limitation.

Practical implications

The paper shows that councils can: learn how overly politicised their interdepartmental communication and data exchange is; enhance paper based systems of appraising proposed developments by adding established methods of project appraisal that can ease the collection, analysis and synthesis of construction business data used in the appraisal process; Employ, and support qualified personnel with adequate resources necessary to perform their duties professionally; make gradual improvements to existing systems within the cultural and political atmosphere of the council; and appraise proposed developments using accepted business approaches; just like private sector consultants do.

Originality/value

The research provides practical solutions that enhance professional appraisal techniques in councils of most underdeveloped countries, hence setting the basis upon which market driven strategies for nurturing property development can be made

Abstract

By “political economy” I mean both the method of thought and the body of knowledge which refer to human economising behaviour. The body of knowledge includes both theory — theorems, laws, empirical generalisations, etc., and “facts” — history, description of institution, statistical data, etc. By “Christian theology” I mean both the method of thought and the body of knowledge which refer to the human religious understanding of Jesus of Nazareth. “Religious” here implies awareness of, or belief in, God. The body of knowledge may include pre‐Christian religion (such as that reported in the Old Testament), and the results of independent inquiry (such as natural theology) in so far as these are interpreted by, or “refracted” through what theologians call the “Christ event”.

Abstract

Purpose

Empathy, or the process of feeling or knowing how another feels, is a critical component of social interactions, and may be of particular importance to organizational functioning. This chapter addresses a literature gap on empathy in organizational contexts by providing a review of empathy research in a management setting.

Methodology/approach

We integrate the developing field of empathy research and provide a conceptual framework built on Ashkanasy’s (2003) five levels of analysis in emotions research, emphasizing within-person, between-person, interpersonal, group-level, and organization-level processes.

Findings

Our model addresses the complaint that empathy definitions are not consistent by illustrating how the level of analysis alters the view of empathy’s role in organizations.

Research implications

This multi-level model of empathy provides a framework to identify gaps in the empathy literature and make recommendations for future research.

Practical implications

This new model of empathy will help practitioners use and understand empathy by providing a structure of how empathy is manifested in organizational settings.

Originality/value

The field of empathy research has been limited by inconsistent definitions and a lack of a model that outlines how empathy is used in organizations. This multi-level model of empathy provides the necessary framework for researchers and practitioners to advance the research and practice of empathy in organizations.

Abstract

Sir Watson Cheyne, M.P., recently introduced a deputation to Mr. Balfour to urge upon the Government a proposal for the granting of awards or pensions to persons making medical or other scientific discoveries of general benefit to humanity. The method suggested is the annual voting of £20,000, to be distributed in pensions, some of £1,000 a year, others of £500. In commenting upon the matter the Daily Telegraph observes that the public is more concerned with the adoption of the principle than of any cut‐and‐dried scheme, but it may be pointed out how essentially moderate this proposal is, considering the priceless value of the services which it is desired to reward, and how our credit as a nation stands in this respect. It has been pointed out by foreign writers at least as often as by our own that Great Britain stands above all other countries in respect of the number of original and world‐important ideas and discoveries contributed to science, and that reputation is well maintained to this hour. But what material form does the nation's gratitude, and its pride in the possession of such citizens, take? The answer is that they are not rewarded to the extent of one penny of public money, and we believe that ours is the one leading country in the world of which this can be said. Let us note the case of Sir Ronald Ross, for example, whose work in connection with the cause and prevention of malaria is a landmark in the progress of medical science, and has already been the means of saving tens of thousands of lives. If we considered only the direct benefit done to his own countrymen, and left out of account the honour that he has reflected upon the British name, Sir Ronald's work might still be regarded as equally worthy of recognition with that of a distinguished soldier let us say. But it has brought him nothing, so far as his own country is concerned, in recompense for the years of devoted and often dangerous labour which his discovery represents. Sir Ronald Ross has himself remarked that a doctor who gave to the world the long‐sought cure for cancer would get nothing for his pains from his own people; yet of those people alone, we have seen it stated on high medical authority, 35,000 die of cancer every year upon the average. For any material reward, such a British discoverer would have to look outside his own country. He might receive a small prize from the French Academy; he might receive—as Sir Ronald Ross, we are proud to remember, has received—a large prize from the Nobel trustees, in Sweden. That is not a very gratifying reflection; and even if it were consistent with our self‐respect that such services should be rewarded at other than British expense, the fact would remain that not one in fifty of our pioneers of science could receive such recognition. The matter is thrown into an especially strong light just now, when large sums of public money are being awarded—and most justly and properly awarded—to officers and others who have assisted Britain's military effort by inventions found serviceable by the Army and Navy. A great innovation in healing science will preserve to the world incalculably more lives than the most deadly device of war could destroy; but only the latter service is thought worthy of recompense. Yet consider the circumstances in which by far the greater part of British research, leading to ultimate discovery, is carried on. Much of the most valuable work in medicine, for example, has been done by men who, at the expense of health and strength, were carrying on medical practice at the same time, and not always making ends meet without difficulty. Even the researcher who draws a salary from public or private funds has no more than a pittance in most cases. Some of the greatest names in the history of British science are associated with melancholy stories of poverty and struggle, continued over many years. For such triumphs are not achieved without the devotion of a great part of a man's life. Koch's discovery of the tubercule bacillus was the fruit of eleven years of patient seeking. The wonderful drug salvarsan was only given to the world after years of monotonous labour. Any scale of reward which Parliament could reasonably be expected to sanction would have been earned a dozen times over by sheer hard work and perseverance alone in every case which was held to deserve such recognition. Mr. Balfour, we can be quite sure, would be personally well‐disposed towards the appeal that has been made. As Lord President of the Council, he has the national organisation of research which Great Britain at last possesses—such as it is—under his Ministerial care. The Medical Research Committee expends an annual sum of £60,000 of public money, which represents, we should say, infinitely the cheapest national investment on record. The sum which it is now proposed to lay out stands upon a similar footing. A great stimulus would unquestionably be given to research of every kind, if a reasonable prospect of such recognition were opened to the scientific worker; and a man possessing the definite talent for such service would, once adequately pensioned, be able to carry on without distraction the task of extending still further the boundaries of knowledge. That science should continue to be starved because men can be found to undertake unrewarded labour for their fellow‐creatures is not only a reproach to us as a nation, but bad from the point of view of tangible results; and we trust that the case submitted by Sir Watson Cheyne and his colleagues will be admitted and acted upon without delay.

Abstract

This monograph progresses from a consideration of definitional issues to the development of a conceptual model for marketing‐logistics interaction and finally to a discussion of the issues of implementation of the model within the context of marketing strategy. Thus, following an introduction, Part II begins with definition of the field and examines the position of physical distribution in relation to marketing. Part III discusses the relationship of physical distribution and macro‐marketing, and is thus concerned about the social, aggregative goals of logistics systems, including the costs of distribution. Part IV continues this argument, examining specifically the influence of physical distribution on channel structure. Part V then focuses on the assumptions underlying the customer service function, asking how physical distribution can influence final demand in the market place. Part VI presents a conceptual model of marketing‐logistics demand stimulation. The operational issues concerned with its implementation are shown in Part VII; and a summary of the relevant points is presented in Part VIII. The concern has been not with presenting either new computational models nor empirical data but with presenting a new perspective on the marketing‐logistics interface. There is a need to reduce the barriers between these fields and to present more useful ways for co‐operation.

Abstract

Purpose

Social psychology has focused on an individual’s reaction to emergencies and witnessing a crime, which has developed theories of bystander intervention and bystander apathy. The purpose of this study is to explore why people choose to intervene when they are a bystander to intimate partner violence (IPV) and the psychological processes that underpin this. Decision-making was explored drawing on literature from the whistleblowing field.

Design/methodology/approach

Through a mixed methods epistemology, this study explored factors that explained intervening behaviour concerning IPV. In total, 212 participants who had known someone who was a victim of IPV were recruited from the general population.

Findings

A logistic regression model indicated that conscientiousness and fairness were found to predict intervening behaviour. Being a child witness was found to predict non-intervening behaviour. Qualitative analysis revealed three types of bystander apathy: those who lacked capability as they were children; those who were indifferent and did not see it as their place to intervene; and those who wanted to intervene but did not as they were frightened of exacerbating the situation.

Practical implications

IPV has significant physical and psychological effects on victims. However, the choice to intervene is complex, and bystander intervention in this study was also associated in some cases with not only a continuation of the IPV behaviour towards the victim but also aggression and physical violence towards the bystander (whistleblower retaliation). Based on the findings of this study, recommendations are made for how to support bystanders and victims of IPV.

Originality/value

This study involved participants with real-life experience of being a bystander to IPV. The mixed methodology provided an insight into the psychological processes, which underpin bystander experiences of IPV and maps onto the literature in relation to whistleblowing.

Abstract

The context of this study is Brazil, which has seen more than a decade of expansion in higher education and increased access to public universities. Our investigation deals with the perceptions of novice faculty members or “professors”, as they are addressed in Brazil, on entitled behavior at universities. These professors participants are from institutions located in three different states in Brazil. We wanted to find out how these newcomers to university teaching perceived entitled attitudes in faculty–students and faculty–peer interactions. The chapter includes possible implications for relations in the workplace and discusses the gaps between expectations of the nature of social relationships in the universities among faculty and between faculty and students, on the one hand, and reality, on the other. The research uses narrative as its method of inquiry. This chapter sheds light on an issue that brings discomfort to professors and students. A mutual desire for cooperative and horizontal relations is expressed.
